Open Question: How to lose BODY FAT — not weight?

I am an 18 year-old female, 5′2″ and 113 lbs. This gives me a BMI of 20.7 which is in the healthy range.

However, I feel as if my body stores too much fat and I have low muscle mass, particularly in my arms, stomach, and thighs.

What can I do to build muscle mass, lose body fat, and slim/tone down? I don’t care if I gain weight as long as I am more fit and look it too!

Please provide as much detail as possible!
